I can only tell you the path I took.
1) get the book "Photoshop xx (xx being the version you are using) For Dummies. These books do a great job of explaining the tools and basic functions of Photoshop in laymen's terms. It is not all inclusive, nor is it intended to be. But it will get you a good start down the path.
2) Next get the "Photoshop xx Bible". This is a highly technical read, but explains virtually every aspect of the software in great detail. Nice to have just for the sake of reference.
3) Do every tutorial you can get your hands on. They're a great way to learn new techniques.
4) If you have access to iTunes, go to the "podcast" section of the iTunes Music Store and do a search for "photoshop". Be prepared to be overwhelmed. There are literally hundreds of podcasts, some with dozens of episodes, on the subject of Photoshop.
5) Take a trip to your local bookstore. Not only are you likely to find a section of books devoted to Photoshop, there are several monthly magazines as well.
