when selecting liquify from the drop down menu, the window it fetches up is too large for my screen therefore I am unable to access all the parameters and options, I would like to drag in a corner so that it makes everything smaller

It would seem PS needs a resolution of 1024x768 to show a window containing all the options as I only incur this problem using 800x600.
I can only think to alter your resolution as I can't find any options in PS to change this. Sorry if that's not much help!

desktop>right click>properties>setting ...sure you knew that! Wink
