| I would try simply using the stamp or paintbrush tool taking the colour for each line from the point that you start at. (Hold shift down to keep the brush strokes straight) Create the lines at different sizes and on different layers so that you can change the opacity and colour of of the streaks. I know this sounds slow but I think it will produce the best effect. |

'Filter > Stylize > Wind' will produce a similar effect, but across the whole image. You could duplicate the layer and then mask out the parts that you don't want to apply the effect to.

^^ I would recommend the smudge tool instead of the paintbrush, but otherwise, good idea. |

| I remember seeing a stretch image somewhere when I was playing around with photoshop, that may give you the best effect. I'll see if I can't find it again. |
