I'm looking to imitate the technique used in this image. I can't seem to get the contrast, coloring, and texture right. Can anyone help?

It's hard to tell because of the low resolution, but I think that may be a drawing.
In terms of trying to replicate the effect, I'd go for lowish contrast, a slight gaussian blur and some kind of painting filter effect - the exact settings will depend on your image. |
