This is a very simple tutorial about how to make stars.
Make a new image. (I used the sizes 480x480 pixels). Press 'D' to reset the colors, then press 'X' to switch place of them.
Press CTRL+BACKSPACE to fill the image with black color.
Select the Brush Tool or the Pencil Tool and make some white dots. The image below showes my dots:
Click on the image to view it at its original size
Click on Filter > Distort > Glass... Set Distortion to 20 and leave Smoothness on 3. Click OK. Your image should now look something like this:

Click on Filter > Render > Lens Flare..
Click on the preview-image where you want to place the Lens Flare, then click on 105mm Prime and then OK. Here's my result:

Make a new layer and change the foreground color (which is white now) to a grey color.
Click on Filter > Render > Clouds.
Set the 'Blend Mode' of the Cloud layer to 'Hard Light'.
You are now done, here's my final result:
