Application Initialization Popup

Has Anyone ever opened an application such as word or dreamweaver and seen the initialization popup? Weill what I am Trying to do is when I Initialize A Program I write in VBA, I want a picture to Popup with A logo and an animated .GIF. Can anybody Help Me?
