Automatic opening of Photoshop

Hi
I have a Serif WebPlusX2 program for my website creation and whenever I open that my Photoshop Elements 4 program opens automatically. Serif Forum thought it might be a File Association problem. Having disabled all file associations in Photoshop the problem still arises. How can I stop this happening as I presume now it is a Photoshop problem?
