Can Somebody Describe

I used Photoshop to create these property boundary lines on this JPG image. Can somebody describe how I can put text beside these lines indicating the footages or could somebody do it for me? TIA

Just use the text tool (T).
(hit d and then x to set your foreground color to white (will suit this image best)) Write what you need it to say. Then hit ctrl + t. This will allow to transform the text (scale or rotate it, you can hold down shift if you want to keep the text in the same dimensions when resizing.)

I managed to do the work I wanted but now it's a PSD. How do I turn it back into a JPEG?

I suppose you open the PSD file in Photoshop and then just save it as JPEG

I found that I had to "flatten" the image before I could change it. With computer skills that I have it's a miracle I was able to come up with this image. I would like to learn more about Photoshop.
