Classic 40's Pin-up look

I would like to learn how to alter existing jpg photographs to get them looking like the classic hand painted poster girls of the WWII era. I've done a good deal of searching for tutorials titled "Cartoon effect" and "Pin-up effect" and just about every other combination of description I can find. There are tutorials out there, in fact some of them are here on DEVPPL, but not one of the ones I have tried create this particular look I am after. I've done quite a few image searches using "Pin-up girl" as the title, and mostly find images that look like they were hand painted. But then I came across this one, which for the life of me looks like it used to be a photograph. Hard as I try, I can't get this look. I can get a photo to heading down this road, but I can't nail it. Anyone got any ideas?

the hand painted look IS the pin up look without it it looks like a cartoon look up tut's that have to do with making a pic looked painted. what version of PS are you using? you can use the smart blur in the effects window and make a cool looking sheen on a pic.

Image a little work with the blur and smudge tool with some adjustments to the smart blur effect and it can look really good I only did about 3 mins on this one but you can see the results :P

Thanks for the tip. I'm using CS3. I can see where you've effected the image but I'm getting the feeling there's even more to it. I have made progress as well, but like I said, not like the image I've attached in the first post.

No doubt theres more to it. that was just a starting point for you. that first pic you posted is probably more camera effects than PS.
