Command prompt issues

When ever I go to start > run > cmd I get a message "the command prompt has been diabled by the administrator. Strange thing is that I am the administrator of the computer so what do I do? I need the command prompt

You (or some tweaking programs or something like that) propably disabled command promt from group policy. Type gpedit.msc in run dialog and try to find it there, I forgot where it is exactly, but if you can't find it I will take a look and help you.

I checked Microsoft's site, it is in User Configuration->Administrative templates->System, double clikc the "Prevent access to the command prompt and set it to Not Configured (recommended) or Disable.
