And a colored layer on top.

First one.
Get a final fantasy image.
Make a new layer, fill it with a dull gray.
Change fill to around 30%.
Create a new layer.
Get yourself some swirly brush set. Set the size and get the opacity a bit down (+ move this layer below the fill layer), choose your brush and click once or twice.
Finally, add some text with the type tool (T)

On the second image he linked what is the stuff before the word "Fallen" called? I know some of those are attached to the words but I'm not sure what you call that stuff. The curly line things. I've seen them as part of the text and layered behind them. I would like to find some that aren't a part of the text. Does anybody know what they're called and where I might be able to get some?

You can either draw those lines with the pen tool (>stroke path), or you can look for a brush that does the trick. go to http://www.deviantart.com for a good (sometimes slow) ressource site.

Is there a specific name for brushes that work well or a certain category to look under?
