Creating This Effect

Hello there,

Does anyone know how to create the effect as exampled below. The part of the graphic/image I'm wanting to reproduce in Photoshop (CS3) is the edges where they look torn, etc.

effect? i'm not sure, though i don't think that it's a brush...

If made in Illustrator, does anybody know how this can be accomplished (I have Illustrator CS3 installed).
