hi,
sounds like what you want to do is expand the canvas ....
go to to edit
click image>canvas size ....
and plug in your height value.. don't worry if it end up to much you can always crop out the excess ....
now you will see transparent section whiwhich you can eight fill in or create fill layer with the appx color of the frame of the pictures....
once you have that then you can use your text tool ... this will create a seperate text layer.... and once you have text in there you can click the move tool move it around to get centered and stuff ...
