Editing Text within an Image

I have taken over as the webmaster of a website. There is an image on the website that is used to designate the locations of various units throughout the state. Periodically I have to add a new location. This has created a problem in that the size of the text and an associated .gif are now too large for the image. I need to reduce and in some cases move the text and associated .gif to permit new entries. I cannot figure how to "capture" the text entry to reduce its size and then slightly move it to a nearby location. Any thoughts on how to do this would be most appreciated.

as per my knowledge....you cannot capture or edit text within a gif or jpeg file. you have to recompose. or you can reduce the overall size/dimension of the gif file. And if it is animated then this is also somewhat tough.

Thanks for the reply. I was afraid of that. One option would be to "clean" all the written text and gifs and re-enter, or I guess, re-compose the data within the image. That'll be my next step.
