elements 3.0 clean up image

This is probably a stupid question but I am new at this. I have elements3.0 Whenever I clean up a text or grapic image that I have scanned or downloaded, I use either paint or brush tool. The results are fine and I save the image.When I re-open the imge however, the contrasting edges ( ie red text on white background ) have a furry looking edge ( technical term I am sure ). It does not matter how many times I re edit the image, the image is always furry again when I re open in editor. If I print the image in the hope that the printer reads the file differently to my screen, the result is variations in colour shades and basically dirty images with out sharp edges. The resolution used does not seem to have any affect. Basically, the image appears as you would expect after scanning a dirty image, Can anyone please help with a suggestion? Thank you.
