expandable background image in CSS or Javascript

is it possible to include an expandable background image in CSS or Javascript
in a simple HTML or XTML page
the background for the WHOLE page, not inside a table or cell

It is realised both in CSS and in Javascript.

Because CSS can do it.

Why would you choose to do it via JS when CSS can do it btw?

JS could be disabled, CSS couldn't.

I do not speak that I wish to do it through Javascript, I tell that that through Javascript it too is realised. Though also process is more difficult...
