Do you remember what your suggested budget / click was, and what you entered for that? It gives me a suggestion of $0.52, but at the same time it says $0.01 is the lowest limit.

Do you know if that can be changed after the campaign is started?

I had a daily limit of $4 and a maximum CPC of $0.20 but it usually was below 0.20

And yes you can change everything while the campaign is running (CPC and daily limit)
