first of all what does "procrasinating" mean ?
anyway, to design a profesional website you will need a graphics software, looking at your situation you probably wont be able to get one unless your school has one. I surgest one of the following...
- Photoshop (costs alot)
- Macromedia Fireworks (Costs alot)
- GIMP (FREE, google it

)
Baring in mind once you have one of them you will not be able to instantly make a good website, you will have to learn how to use the progam.
Once you have a design you will need to slice it in your graphics program.
Then you will need a webpage development progam such as Microsoft Front Page or prefrably Macromedia Dreamweaver... or just notepad if you are very confident with your HTML.
Then you have to add all your content to your website.
Finaly you will have to buy a domain and some server space to host your website on. This will be about £5 a month with a one of £10 for domain (minimum)
And baring in mind that you probably cant download, upload or buy things using a school computer you have a problem... although you could use a proxy server and tbh i think it would be a big job to do in school time.
