i am creating a brochure. but on 1 page i need to put a rule in to show where a pocket is going to go any ideas on how i do this?.

What version of Photoshop are you using? And can you describe the rule... Is it just a temporary guide line? Or do you want the line to be there on the final printout?

To make guide (doesn't print)...
View>Rulers...
Then, click on the ruler and drag away. When you release the mouse button, a guide should be left on your screen.

To remove just one guide, you can select the Move Tool and move the guide back into the ruler. If you want to clear all the guides, go to View>Clear guides.

To make a line that prints out, you can use the line tool. If you can't see a line tool in the tool bar, hit Shift+U to cycle through the different shape tools. Do this multiple times until you see the line tool. To draw a straight line, hold down the Shift key while drawing.

can i make a rule that goes diagnal as well. ( sorry cant spell)

You can't make a diagonal guide, but you can make a diagonal line (using the line tool).
