First of all I would like to say I'm sorry for asking a lot of questions in these forums. If there are any other forums you might think of that would be better suited for the task please let me know.
I am wondering how to make a fixed web page with the resolution 980 pixel wide and about 1000 pixel high. I don't know the best way to do this, but I would like to use HTML. I also don't get it when people say "this is the HTML and this is the CSS". Are they used at the same time when coding a page? I am at an extremely beginner level when it comes to this kind and of stuff and would like some help.
