How can I get an image to look like this one?

I'm pretty sure this was a manga scan before it was edited. In general, I really like what the editor has done with this picture. I like the texture, how the overall picture looks "soft".

Can someone list what people did to get this photo to look the way it did? And possibly point me in the direction of a tutorial?

This is essentially just painting. Using low opacity layers of colour and building it up until it is solid.
To do it well you will need a tablet.
