It looks like a combination of different layers with blend modes and adjustment layers.
The vignetting (aka: the dark circle around both pictures) is easiest to do by adding a new, empty layer above the picture, drawing a transparent-to-black circle gradient, changing the blend mode to Multiply, and then lowering the opacity of the layer until it's as light/heavy as you want.
The saturation and lighting was probably either a Curves adjustment (making a new Curves adjustment layer, then choosing one of the preset Curves adjustments like Medium Contrast or Heavy Contrast). You might have also used both a Brightness/Contrast adjustment layer and a Hue/Saturation adjustment layer with a boost in the Overall saturation.
Actually, if you make the vignetting layer like I mentioned above, and change the blend mode to Overlay, that would probably achieve the look of the two pictures you linked to.
