Hey there, I am new here and to adobe in general, let alone photoshop. The person who made the following picture said she did it in 'painter' but I have no idea what that is. I am trying to create an effect similar to how the fish are, like scaley shiny. Thanks so much for your help, I would be happy if you jsut told me where some kind of tuitorial close to that is.
