How do I make an image like this?

I'm trying to help a friend make an image like this but failing miserably, I'd be grateful if anyone could give me some tips or pointers.

Well the strawberry for lips would be hard to explain because there are many many ways you can do it.
The face could be accomplished in a few ways. The fastest would be to just change the brightness and contrast to fit (Image > Adjust > Brightness and Contrast). The other would be to tinker with the Curves effect (Image > Adjust > Curves), Curves would probably give you the most control over it, but you would first need to understand what the Curve effect IS; which some of my friends don't quit grasp the concept of how the way you change the curve corresponds to the changes on the image. The third way would be to mess with the Levels (Image > Adjust > Levels). I don't often use this feature as I find Curves to be much more powerful, but I have used it in the past for quick contrast changes.

The choice is yours. Basically, all the artist did was he/she increased the brightness while simultaneously increasing the contrast.

I would use one of 2 methods to create that effect:
1. For a quick and dirty method that doesn't yield great results: create a posterize adjustment layer on top of a b/w image, then a solid color adjustment layer on top of that, with the blending mode changed.

2. Create multiple threshold layers (at different threshold levels obviously) and adjust each layer's opacity till you get the exact look you want. Then color over it with a solid color adjustment layer.

It looks like they may have also added a light cutout filter to the image to soften some of the lines - i could be wrong though.
