how do u merge 2 colours into eachother into dots

I dont really know how to put this as i dont know what the effect is called but, how do you make a solid colour fade into dots - or 2 colour merge into eachother and as they met they are dots before becoming a solid colour again.
like this designer has done on the lemon and lime and under the image of the man in the right hand corner !http://www.oneteneleven.co.uk/IMAGES/SPRITE1.JPG

Have tried messing around with halftone and halftone pattern - nothing i have done so far gives me the effect i wanted .

The blend mode is called dissolve.

but I think he did that by hand.

My guess would be a blending plugin for illustrator. Could definately be done in PS, but would take much longer.
