How do you make a photo b&W then color accent?

I can't figure this out, new to photoshop and I am looking to make a photo black and white but keep the color of the eyes blue and a blue hat.

Anyone know how to do this???

Hi
One way:
Layer>New Adjustment Layer>Hue/Saturation (or Channel Mixer if you prefer).
Set Saturation to zero
Select the Brush tool
Set the foreground colour to White
Paint in the eyes and hat the colour will appear. If you go wrong, change the foreground colour to black and paint the colout out again. It works like magic!
