how stop users copy a file locate in a desktop?

i have a file stored in the desktop and i want users can
see and open the file but i want disable the option
for users can copy that file
is that possible?

If you go to the file and right click it and press properties, and then press security. Once their select everyone read, and also tick view leave everything else unticked
