How to create a soft effect

Any Photoshop experts able to shed some light on how to create a soft effect like the one listed here?
I have tried searching on Google with no luck but would love to know how this effect can be created

hi,
primarily there using gussian blur ... filter>blur>gussian blur... and just apply it to the layer... also you may want to play with the blending modes....

a l ittle tip that works most of the time,,,, to quickly go thru the various blending modes, i hate choosing one at a time to see how it looks, click on the blending box and then use your arrow keys , to cycle thru, to go up and down......

there a lot of tutorials on this effect... and you should have found a ton of them although most will be very similar....

there are a lot of ways.

i did it with an image of myself by duplicating the layer, put a Gaussian blur on the new layer of about 6% and then set the blending mode to linear light. I then changed the brightness of the image to lighten it up

that was my image though, whatever pic you use may be different.. Different blending mode, different blur amount....
