How to create an icon

Can any one tell me the whole procedure of creating the icon and replacing in the windows xp. I m not talking about the graphic tutorial, i want to know the technical way to create the icon and replace it with the xp's icons.

Please also tell, in which format should i save my icon in photoshop...

Ok y make your icon craphically in photoshop and save it as JPG GIF or PNG

then ya need to find a convertor to convert your icon image to a ICO file there are many out there just google "create .ICO" or whatever file type ya used example .JPG to .ICO that will bring up a list of programmes for converting there is also a few websites that offer free conversion most of them are crap but there are some good ones out there here are some i made i cant remeber the programme i used to convert them but they where perfect ,i serched google saying ".PNG to .ICO

resize image and change it in Outlook, and now you have icon.
