how to get this effect?

Hi,
I'm a newbie here so please bear with me. I'm looking for a photoshop effect that outlines edges and gives a photo a 'silk painted' look. For an example, look at calcara.co.uk
I have tried all the usual filters and the closest effect I get is with ink outline, though this varies with the file size, and tends to hash the background, eg clouds, rather than defining.

any ideas?......

Hey, not sure if youve tried it but by the looks of it that might be a 'poster edge' filter or maybe a 'sponge' artistic filter or something - Im just guessing but thats what it looks like. Sorry if youve only tried that

try adjusting the settings / overlays on the plastic wrap filter
