How to make objects look like they are lit up and glowing

How do you make objects look like they are lit up and glowing ?
like these designers have

all of the detail around the heart is glowing like its electric

and on this one the swirls look like neon lights

I would like to be able to put this glow/ lighting effect on/around objects and custom brushes

In most cases it's "outer glow"
Rihgt click on the layer with the object =>blending options=>outer glow

off course there are other ways to get that effect but i think that would do for now

hi thanks- but didn't seem to get a realistic effect with that at all
woundered if there was a better way of doing it ?
cant seem to get that translucant look to it.

well you have to play arround with the options as well not just click it

yeah i did ! just seems to look like the image has a matt thick edge to it - do i need to add a blending mode to that layer, or just to the effect ? Will that make any difference. Or am i missing something here?
