hi,
your photoshop can do it...... although i don't do too much of that type of stuff .. i should...

any good animated gif editor can do it for example something like ulead gif creator ... and thier many others..

basically all your doing
1. take video clip and either convert to a anmated gif or convert the video clip to a common f format like avi that your editor will accept...

2. your editor will then create a seperate layer for each frame
3. and then you can start editing... once they had video in the editor they can enlarge the canvas of all the frames...
4. then they put in the background still image..

that basically in a nutshell ....
