I know Illustrator is Photoshops sister company, but what can it do that Photoshop can't?

Well Illustrator isn't a "sister company" PS and Illustrator are made by the same company, Adobe.
Basically Illustrator is used for creating vector art, it can be resized to any size without loosing quality. Photoshop is more for photo manips touch ups and stuff like that. Photoshop will get you realistic effects where Illustrator will be line art and sorta cartoon-ey.
