hi,
i looking for software for stream video from my pc to a stream server.
them the server will distribute that video with a login and using flash
like youtube
any know a software that can do that?
a have seen this:

this can encode in mpg2 and high q

Are you looking for software to watch or send the stream??
If you are looking at sending the stream your best bet would be to use Linux. If I remember correctly you can you use MythTV to that.
