Make this colored, dithered look

Can anyone point me to a good process or tutorial to create the effect in this picture?

hi,
i was able to get a similar effect just by using the brightness and contrast
increase brightness alittle and then increase contrast a lot.... and for good measure then did a hue and saturation....

don't know if that what they did but what i did worked
