i am new to HTML and this site, and for example, i saw snow falling backgrounds like on myspace, and i was curious how stuff like that is created, if there were any programs or websites to assist or will show me how or make it for me.

It's done with javascript codes. It's not really somethign you should use until you understand at least the basics of html.. >.>
