need to draw perfect concentric circles

need to draw perfect concentric circles
cs4
okay . . . this is what i'm doing
draw a round marquee (i think it's called)
then stroke white @ 60 px
create a new layer
capture inside of the previous circle
apply stroke blue @ 60 px
create a new layer . . .
and repeat until i have a "target" sort of image with each circle the same thickness as the others and equadistant from each other.
there seems to be slight "points" at the four cardinal points as well as points in between each of them
what the hell?
i'd like to post the product but don't know how.
