First you go too My Computer->Tools->Folder options->View and make sure that "Use simple file sharing (recommended) is unchecked. Then you go to folder that you want to share, right click it, and on sharing tab choose share, type in the name of that shared folder (that name will bi visible on remote computer) and that's it. Your local account must have password or you will not be able to access any shared folder from remote computer.
Now everyone who has your username and password can access shared folder on your computer, if you need to restrict access you can do that on security tab (if your partition is formated with ntfs, if not you could use sharing permissions).
You don't actually need to create shared folder, because there are already default shares (you can see that from computer management, or type fsmgmt.msc in Run dialog). Their name ends with $, and they are invisible. By default each partition is shared, so someone could access your drive D: by typing: your computer named$ (if they have username and pass).
