newbie to Photoshop need help with display and art specs

Hey I just got photoshop and I am trying to do a poster. I have these following art and display specs and to be honest I have no idea what to do with them or where to set them. The design is very simple so I don't think i'll have a problem with that. Can anyone help me with how to make sure that my project meets these specs for printing?

DISPLAY SPECIFICATIONS
Bleed Size 49" W x 70" H
Trim Size 47" W x 68" H*
Visible Opening** 45" W x 66" H
Live Copy Safety 43" W x 64" H

*47.25" x 68.25" is also an acceptable trim size
**Visible Opening is approximate and will vary slightly between units

ART SPECIFICATIONS
Supply art at 1:8 scale at 600 dpi in one of these formats
for MacOS: Adobe Illustrator, Adobe Photoshop, Adobe
InDesign, Macromedia FreeHand, or QuarkXPress. Place raster
images in CMYK .tif or .eps format. Supply fonts in Mac Postscript
Type 1 or TrueType format or convert all text to outlines. Provide
an accurate proof that matches your desired color rendering or
Pantone color references if color match is critical.

Bleed Size 6.125" W x 8.75" H
Art Trim Size 5.875" W x 8.5" H
Live Copy Safety 5.375" W x 8" H

Create a ‘New’ file in Photoshop. Input 6.125" W x 8.75" H and 600 dpi in the proper places.

Hit OK. Go to ‘Image Size’ and uncheck ‘Resample Image’ then put your Bleed height in the ‘Height’ box. You’ll see that the Resolution changes to 75.

So, the poster is being printed at 75 dpi as you can see. Now paste your art in the file. Hopefully it fills the image fully. If not, you’ll have to create it bigger. Now turn on ‘Rulers’ and drag lines out from the Ruler edges to the measurements that represent the ‘Live Area.’ You may have to ‘Right Click’ on one of the ‘Rulers’ and change it to ‘Inches.”

If you art look OK you are good to go. Just go back to ‘Image Size’ and change the 75 dpi back to 600 dpi and save (make sure ‘Resample Image’ is still unchecked. Deliver the file.

You could have done all of this without changing from 600 to 75 DPI but then you’d have had to calculate what the Live Area would have been at 600 DPI. It’s easier to just change it in “Image Size” and change it back. Also you could have created that new Photoshop file at the 75 DPI setting but I wanted you to see how they relate. It’s really simple once you get it. Look on the web for explanations about resolution of digital files. There are tons of articles.
