Click on the 'Brush Tool' in the menu to the left in Photoshop. You will get a few options in the top of Photoshop, where you select brush, you can select mode, opacity and flow.
Change your 'Mode' to 'Normal' I think that's the problem. Also make sure that the opacity is set to 100%, and that you are brushing in a new layer.
I think that pretty much sums it up, it looks asif the mode on your brush is set to overlay which meens it will put the sading from your background into your brush, so black over powers everything.
