I think I fixed it! (well, I think I found someone who could tell me how to fix it* ^^ *I cant take the honour for fixing it). Anyways, this is what I did:
Window->Info > Panel Options from the Info panel fly-out > Show Tool Hints (the box was already checked, but when I rechecked it, I got all my tooltips back...) (I tried rechecking the "show tooltips" box earlier, yes).
