I know webmaster has replied saying no, but I think this could work if there was a more active moderation team (not saying you do a bad job Webmaster). This could be something that gets Devppl going more as a friendly community rather than a hit and run selfish answer site...
If a more constant moderating team watched what the new people posted and warned, deleted etc accordingly.. they would eventualy start posting useful stuff because at the end of the day they will want their answer. If the only way to get it is to make meaningfull posts then thats what they have to do.
I think Devppl has enough status to pull this off...
