My page displays correctly in the following browsers:
IE6, FF 1.0.6, NS7.2
Unfortunately, Opera 8.02 does not render the fieldset properly and also the tables used to house the form are not correctly aligned.

Finally, I notice that Opera also moves the footer up approx. 20 px.
