There isnt realy one reference to head to and be able to fully understand PS after that... But try random tutorials you find by google, to achieve techniques you like...

Here's a good site: http://photoshoptutorials.ws/photoshop-tutorials/

If you have money toy could try http://www.kelbytraining.com/ It's supposed to be good. And for learning new effects and getting quick tips check out the Photoshop User TV podcast, it' real good and the guy from Kelby Training, Scott Kelby is one of the guys on the podcast :P.

Oh and also try some magazine, you pick up great tips from them and they have great tutorials for you to follow along with, I get... Photoshop Creative and Advanced Photoshop and sometimes Digital Arts. And the Adobe Photoshop CS3 Classroom In A Book is supposed to be really good, I haven't got it yet but I'm planning on it :P. http://www.amazon.com/Adobe-Photoshop-C ... 0321492021 that's the link on amazon to the book.
