Try to save the images in better quality and the site will look much better.

Nice job i'll agree that you could reduce the noise in the images. furthermore, the bottom right corner needs to be fixed, some pixels aren't round, maybe if you lower the layer with the round corner.. and i think it would look better if you erase the first and last menu deviders and keep the links without underlining. hmm now i see that the template consists of only one image i suppose you're not responsible for the noise then.. why don't you suggest your friend to slice the template? it will load faster and the quality of the images will be way better!

and saved it to a rubbish quality for some reason :S

Just something else besides what's been mentioned: Get rid of the iFrames. Those are annoying. I don't want to scroll...
