Style sheet linking

I am helping someone improve there website and they are using a style sheet but the code is not finding the file. This is the code.

It's inside the head tags and the ccss file is called "style.css" so I don't understand why it don't find it. here's a link one of the pages if you want to look at the whole code.

There is nothing wrong with that link tag but what I did find in looking in the CSS file is a body tag on the first line try removing that and it should work.

Anyways if your trying to improve the site first thing I would do is dump the frames layout.

I have that problem at work on the mac. When I upload the the html and css file it seems to work fine
