Problem Scaling Pictures - lose quality

Hi, I have CS2 photoshop, and I hear it uses vectors now as well, but it doesn't seem to help in making images any clearer, they still blur up when I try to increase their size? I thought it was resolution dependant?

Can someone explain on to enlarge objects or images without losing its quality at ALL? I'm printing a design for a tshirt, so I don't want to have the design losing any quality as the shirt sizes get bigger.

Unless the picture is completely vectors, you are going to lose quality if you make it bigger

then my next question is how u would go about converting a photo using pixels to vectors. There must b some way, otherwise how would they go about making gigantic poster ads and such.

Two things. First, the people that make the gigantic posters do it all in vectors. Second, i think that there is an option in illustrator.

Wont the big posters just use bazillion megapixel cameras so the quality is as high as it can be before editing?
