i've scanned this:

i've worked on it and it now looks like this:

i'd like to make it nicer and get rid of the marking where the tear used to be.

what is the best way to do this?

Try using a brush with the color setting using the color of what the place on the tear should be.

painting over the mark in a new layer set to "color" actually did a nice job.
