Can you do this using illustrator?

Okay, this is not a complicated question or anything. But I was surfing the infamous myspace site today and I came across a page design where the guy had him self animated in a cartoonish manner.

So i just wanted to know if there is a program that does that or something?

I just did some more research and it appears that there are photoshop plug-ins that do this kind of animation. Can anybody point me to the direction where these might be located

There's a program called Rotoshop which was used for the film 'A Scanner Darkly', though it isn't available to the public. I think it achieves similar effects.
