Flame Effect Problem

Flame Effect Problem

When I do New picture, type a text, Edit > Transform > Rotate 90 CW, Filter > Stylize > Wind. This should make the text look like flames but instead the background color makes flame over the text ... It works sometimes but not always, how do I make it work everytime? Please help!
